A firm complained of a Minority Business Development Agency award and pending award of cooperative agreements, contending that the agency violated the laws governing competitive procurement. GAO does not review complaints concerning cooperative agreements, unless there is a showing that the agency should have contracted for the services. Since a showing was not made that cooperative agreements were used to avoid competitive requirements or that a conflict of interest existed, the matter was not for consideration. Accordingly, the protest was dismissed.
