In response to a congressional request, GAO analyzed the implications of the Supreme Court's Immigration and Naturalization Service v. Chadha decision on the one-house veto provision in a section of the Naval Petroleum Reserves Production Act. In its decision, the Supreme Court held that a resolution of the House of Representatives is essentially legislative in purpose and effect and, as such, must adhere to the constitutional requirements of bicameralism. Therefore, GAO found that the one-house veto provision of the act is unconstitutional and severable from the act, transforming the provision into a "report and wait" provision.
