[Request for Reconsideration of Decision on Limitation of Pay Increases for Radio Broadcast Technician Foremen]

An attorney representing two Voice of America radio broadcast technician foremen requested reconsideration of a decision which found that the foremen were prevailing rate employees subject to pay limitations because, as supervisors, they were excluded from their subordinates' pay increase negotiations. GAO held that: (1) the supervisors were clearly covered by the pay increase limitation; and (2) prior decisions involving pay linkage between groups of prevailing rate employees do not apply because they did not deal with specific statutory pay limitations. Accordingly, the prior decision was affirmed.
