An advance decision was requested concerning an Army Corps of Engineers employee's claim for expenses that he incurred for relicensing and retitling his privately owned vehicle upon return to his permanent duty station from a 1-year temporary duty (TDY) assignment in a state which required initial relicensing and retitling. Joint Travel Regulations make no specific provision for these expenses upon completion of a TDY assignment; however, Federal Travel Regulations allow for miscellaneous expenditures not enumerated, when necessarily incurred by a traveler in connection with the transaction of official business. Since the claimed expenses would not have been incurred by the employee except for his TDY assignment, and they were incurred in connection with his required travel, GAO found that they were reimbursable as miscellaneous expenses. Accordingly, the voucher was returned and certified for payment.
