A common carrier requested review of the recovery by the General Services Administration (GSA) of monies it charged for the transportation of government property. GSA collected amounts that it was overcharged by the requester for gasoline surcharges applicable to interstate transportation, because the shipments in question were moved solely within the state. The requester contended that the surcharge was applicable because the shipment originated overseas which classified it as interstate. However, GAO noted that, since the carrier was not involved with the shipment until it reached port in the state, transportation of the property was considered within state. Accordingly, the deductions were proper.
