[Request for Advance Decision on Entitlement to Real Estate Expenses]

A decision was requested as to whether a Defense Logistics Agency employee could be reimbursed for a loan discount fee that he paid as part of the expense of selling his residence pursuant to a transfer. GAO noted that, even though seller's points are no longer included among finance charges under the Federal Truth in Lending Act, reimbursement for points or mortgage discounts is specifically prohibited by both the Federal Travel Regulations and the Joint Travel Regulations. Accordingly, GAO held that there was no basis upon which to authorize reimbursement of the expense.
