[Request for Reconsideration Concerning SBA Refusal To Issue Certificate of Competency]

A firm requested reconsideration of a decision which dismissed its protest against the refusal of the Small Business Administration (SBA) to issue it a Certificate of Competency because the protester failed to show that SBA officials acted fraudulently or in bad faith.
