Pursuant to a congressional request, GAO discussed a proposed amendment to the Soldiers' and Sailors' Civil Relief Act. The act exempts military personnel from paying personal property taxes in States where they are present solely because of their military service. The amendment would require military personnel to submit to State or local authorities a written statement claiming legal residence in another State. GAO expressed no objection to the proposed amendment, but suggested the consideration of some means of notifying the State which a member claims as his home State.
