The incumbent contractor requested that the General Services Administration cancel and resolicit a procurement because the contractor did not receive a copy of the solicitation. GAO has held that a supplier's failure to receive a solicitation is not a compelling reason to cancel a solicitation absent a deliberate or conscious attempt on the part of a contracting agency to preclude it from competition, which was not alleged here. GAO found no reason to cancel the procurement, since adequate competition and reasonable prices were obtained. Accordingly, the protest was summarily denied.
