A firm protested the inclusion of an allegedly restrictive specification in solicitations issued by the Air Force for the replacement of steel siding. The protester contended that a priming process required by the solicitations was unduly restrictive because only one manufacturer could furnish siding prepared in such a way. The protester initially filed complaints with the Air Force regarding the specifications, which the Air Force denied. The protester did not file its protests to GAO within 10 days of learning of the initial adverse agency action; therefore, its protests to GAO were untimely filed under bid protest procedures. Accordingly, the protests were dismissed.
