A firm protested an Alaska Railroad contract award for two cleaning systems. The protester contended that the award was improper since it was the low offerer for one of the systems and that the awardee's proposal for that system was technically unacceptable. Bid protest procedures provide that, if a protest has been filed with the contracting agency, any subsequent protest to GAO must be filed within 10 working days after knowledge of the agency's initial adverse action. Since this protest did not meet these timeliness requirements, it was dismissed.
