VALLEY SUPPORT SERVICES WAS PROVIDED WITH A COPY OF THE DEPARTMENT OF THE AIR FORCE REPORT ON ITS PRE-BID-OPENING PROTEST TO OUR OFFICE AND WAS ADVISED THAT IF IT WISHED TO PURSUE THE PROTEST IT MUST SUBMIT TO OUR OFFICE WITHIN 10 WORKING DAYS OF ITS RECEIPT OF THE REPORT ITS COMMENTS ON THE REPORT OR ADVICE THAT WE SHOULD CONSIDER THE PROTEST WITHOUT ANY COMMENTS. IT DID NEITHER. ACCORDINGLY, PURSUANT TO 4 C.F.R. SEC. 21.3(D) (1983) OF OUR BID PROTEST PROCEDURES, THE PROTEST IS DISMISSED.

THE REMAINING FOUR PROTESTS WERE SUBMITTED TO OUR OFFICE AFTER THE AUGUST 3 BID OPENING DATE. THESE ARE NOT FOR CONSIDERATION IN VIEW OF THE PROVISION AT 4 C.F.R. SEC. 21.2(B)(1) (1983) OF OUR BID PROTEST PROCEDURES THAT PROTESTS AGAINST ALLEGED IMPROPRIETIES IN A SOLICITATION WHICH ARE APPARENT PRIOR TO BID OPENING MUST BE FILED PRIOR TO THE BID OPENING DATE.

ACCORDINGLY, THE PROTESTS ARE DISMISSED.
