A firm protested its rejection as nonresponsible under an invitation for bids issued by the Air Force. The Air Force made the nonresponsibility determination because the firm failed to qualify as a regular dealer or manufacturer under the Walsh-Healey Act. GAO does not consider such matters, which are for determination by the contracting agency and subject to final review by the Small Business Administration or the Department of Labor. Accordingly, the protest was dismissed.
