GAO was asked to determine whether members of the Virgin Islands Army National Guard may be paid for performing annual training on the verbal orders of their unit administrator that were confirmed after investigation by written orders of the Virgin Islands Adjutant General. GAO stated that the reasons why advance written orders were not published and the reasons for the delays in issuing the subsequent confirmatory orders had been completely and satisfactorily explained. Accordingly, GAO held that payment may be made to the individual members for the duty performed.
