In response to a congressional request, GAO assessed the necessity for a provision in the Senate's Department of Defense Authorization Bill which would require GAO to conduct comprehensive analyses of the Defense Department's unit cost exception reports for major defense systems. GAO believes that the significant cost growth which has occurred in major weapons systems over recent years has created a need to help bring this cost growth under control. Those improvements which have been most effective have been accomplished through specific tasking by the committees as need for GAO assistance arises. Therefore, GAO does not believe that comprehensive legislation as provided for in the Bill is necessary.
