A proposed change in a Defense Acquisition Regulation makes unallowable those costs which are incurred in connection with a contractor's defense in any civil or criminal actions, or suspension or debarment proceeding brought by the United States against the contractor involving an allegation of fraud. GAO favors the proposed change.
