A firm requested reconsideration of the decision which denied its protest of a proposed contract awarded for janitorial and elevator operator services. In its request for reconsideration, the protester argued that a number of decisions cited by GAO in its decision contained facts that were distinguishable from those in its case. GAO stated that those cases were not cited as precedents where the facts were the same as those before GAO, but were cited as basic source material. GAO held that the protester's objections to the citations did not demonstrate an error of fact or law in the prior decision. Accordingly, the prior decision was affirmed.
