A firm requested reconsideration of a decision which dismissed its protest of an Army contract award. The protester had challenged the awardee's responsibility to perform the contract. GAO dismissed the protest because it does not review affirmative determinations of responsibility unless there is a showing of fraud or bad faith on the part of the procuring officials. Although the protester submitted elaborate evidence to support its position in the request for reconsideration, it essentially reiterated its initial allegations. GAO held that there was nothing in the request which was not or could not have been presented in the initial protest. Accordingly, the request for reconsideration was denied.
