A firm requested that GAO resolve its dispute with the Air Force concerning the modification of a contract for the alteration and repair of a heating system. The firm contended that the pump motors specified in the contract were inadequate. After failing to resolve the matter with the Air Force, the firm elected to furnish and install the materials and equipment necessary for a workable system. Subsequently, the firm requested reimbursement for the costs of the related changes and delays it encountered. GAO stated that its authority does not include intervening between a contractor and contracting agency for the purpose of resolving a dispute arising under a contract. GAO concluded that this was a matter for settlement pursuant to the procedures set out in the disputes clause which is contained in standard Government contracts. Accordingly, the protest was dismissed.
