GAO was asked to comment on whether certain language to be added by a committee to a pending continuing resolution would incorporate a mandate requiring Amtrak to continue rail passenger service between Chicago and Washington, D.C., via Cincinnati. In response, GAO stated that, by its terms, the proposed language will incorporate into the continuing resolution all agreements of the committee of conference which would have become part of the Department of Transportation and Related Agencies Appropriation Act, 1982, had both Houses adopted the conference report and the proposals on the amendments contained in the joint explanatory statement of the committee of conference. Since the conference committee's report on the Act contained the mandate, the continuing resolution will incorporate the mandate that Amtrak provide rail passenger service between Washington D.C. and Chicago, via Cincinnati.
