A Federal employee submitted a voucher for reimbursement of the cost of shipping his household goods incident to an earlier transfer. The agency, however, denied his claim and requested a GAO determination because the shipment occurred more than 2 years after the employee's transfer. Federal regulations require that the shipment of household goods take place within 2 years of an employee's transfer date. GAO has consistently held that the time limitation established by Federal regulations may not be waived or modified by either GAO or an agency. Accordingly, GAO held that the employee's reclaim voucher could not be certified.
