GAO was asked whether the Sergeant at Arms of the Senate has the same power to dispose of excess equipment of the Senate Recording and Photographic Studios as the Sergeant at Arms of the House has to dispose of excess equipment of the House Recording Studio. GAO concluded that the authority is the same, except that the Sergeant at Arms of the Senate must receive prior approval from the Senate Committee on Rules and Administration before any disposition action is taken. Any receipts from dispositions under this authority must be deposited in the revolving fund of the Senate Recording and Photographic Studios.
