Pursuant to a congressional request, GAO reviewed its prior recommendation in the case of a bid rejection protest. The firm's late proposal was not considered by the agency because it did not come within any of the exceptions to the federal procurement rule against consideration of late offers which apply to multiple award schedule contract solicitations. The exception to the late proposal rule referred to in the procuring agency's letter did not apply until after the closing date of the solicitation. Therefore, GAO believed that it would not be appropriate to deviate from the federal procurement rule in this case.
