Highlights

A firm protested the proposed award of a Navy contract for ambulance services. The protester alleged that the proposed awardee's ambulances did not meet the specifications set forth in the request for proposals (RFP). GAO concluded that, since the protester did not submit a proposal for the RFP in question, the firm was not an interested party under bid protest procedures. Accordingly, the protest was dismissed.
