Subcontractor Protest Involving DOE Contract

A firm protested the award of a subcontract by an independent prime service contractor for the Department of Energy. The protester alleged that the award was made on a different basis than that stated in the solicitation. GAO will consider subcontractor protests only in limited circumstances. Since this protest did not meet any of those circumstances, it was dismissed.
