An advance decision was requested concerning the propriety of paying a claim for expenses incurred by an employee and his dependents incident to his relocation to a new permanent duty station. In anticipation of the transfer, the employee moved his family to a third location to await his travel instructions. Travel was authorized by commercial air travel and by POV. The employee traveled to the new duty station in his POV; his dependents traveled by commercial air carrier at a later date. GAO held that the separate travel did not negate the authorization to travel by either air or POV. Therefore, the claim could be paid for both the employee's travel and that of his dependents. However, GAO determined that only the amount of expenses equal to the distance from the first station to the new station could be paid since the relocation to await orders was made for the employee's own convenience. Accordingly, the voucher may be paid following the stipulated guidelines.
