A firm requested reconsideration of a GAO decision which held that its protest was untimely since it was filed with GAO more than 10 working days after the protester had received notification of the initial adverse agency action. The protester requested reconsideration because it believed that the protest raised issues significant to procurement practices and procedures. The protester stated that the late delivery was due to mail delivery problems caused by the Postal Service. The protester further contended that permitting the low bidder to correct its bid price presented an issue significant to procurement practices and procedures. The fact that the protest letter was delayed in the mail gave rise to no basis for GAO to consider the untimely protest. Since the issue of the bid correction had been treated on its merits previously, the protest did not present a significant issue. Accordingly, the prior decision by GAO was affirmed.
