A firm requested reconsideration of a prior decision in which GAO denied its protest with respect to the cancellation of an invitation for bids (IFB) issued by the Department of the Navy for janitorial services. In that decision, the Navy canceled the IFB under which the protester was the low bidder on the basis that the IFB specifications did not reflect the Navy's actual needs. GAO held that the Navy cancellation was consistent with Defense Acquisition Regulations which allow post-bid opening cancellation in certain circumstances and, therefore, the Navy's action to cancel and resolicit with proper specifications was justified. Bid protest procedures require that a request for reconsideration specify any errors of law made or information not previously considered in the protest. In this regard, the protester's request for reconsideration merely reiterates previously raised allegations. Since these allegations were part of the record which was considered in the original protest, the protester's request provided no basis for considering these matters further. Therefore, the request for reconsideration was denied.
