A transferred employee claimed temporary quarters subsistence for a period during which only the first day was spent in commercial lodgings. During the remaining days of the period claimed, the employee lived in the new residence he was attempting to purchase where he paid rent and board. He stated that by renting the home he saved the Government lodging, food, and storage costs. An employee is not entitled to temporary quarters subsistence reimbursement for the rental of a home he intends to purchase even though the final settlement of the purchase has not taken place. This rule is applicable even though the occupancy saves the Government money. Temporary quarters is an expedient to be used only if necessary and until an employee can move into permanent quarters. The employee was not entitled to temporary quarters subsistence for other than the 1 day when he occupied commercial lodgings.
