A firm requested reconsideration of a GAO decision in which its protest was summarily denied. The firm questioned the GAO conclusion that the topics raised in its protest lacked legal merit and asked GAO to conduct investigations to determine the validity of its allegations and to review the procuring agency's technical qualifications. GAO, however, did not believe the firm demonstrated that the previous decision was factually or legally in error. In an irreconcilable conflict between a protester and an agency on a factual matter, GAO will accept the agency's view as correct. GAO does not conduct investigations to establish the validity of unsupported allegations. The qualifications of the agency's postaward technical evaluators constitute a matter of contract administration which is not a matter for GAO resolution. GAO remained of the opinion that the protest was correctly denied, and the previous decision was affirmed.
