A management training center requested a GAO review of a contract awarded to them by a subgrantee for a Comprehensive Employment and Training Act grant. The subgrantee awarded the contract to the center to develop and test a physical training program to increase the strength levels in preapprenticeship students. The subgrantee then discontinued the use of the program and terminated the center's contract, stating that the center had misconstrued the scope of the program and either ignored or did not complete portions of the program. The center denied that it breached the contract and requested restitution of funds and a chance to continue the work. The center submitted its invoice for the remainder of its contract. GAO reviews of grant complaints deal with the propriety of the procedures followed in the awarding of contracts by grantees, not issues concerning contract performance and contract administration. The request was dismissed.
