A Federal employee requested reconsideration of a disallowance of his claim for a retroactive temporary promotion with backpay. The employee claimed that he had been performing the work of a higher grade position without ever being officially temporarily promoted or assigned to the work. The general rule applicable in such cases is that an employee is entitled only to the salary of the position to which he has been appointed, regardless of the duties he may have performed. It is the burden of the employee to establish, through written documentation, that he was detailed to the higher grade position. Since the employee did not establish that he was detailed to a higher grade position, he failed to meet the burden of proof required to justify an award of backpay. Accordingly, the disallowance of the employee's claim was sustained.
