A certifying officer of an agency requested a GAO decision on the legality of certifying for payment a voucher to reimburse an employee for her membership fee in Federally Employed Women, Inc. (FEW). The employee contended that her designation as her agency's representative by the organization made her membership sufficiently job related to warrant payment of her membership fee by the agency. GAO found that an employee's individual membership fee in an organization is not reimbursable absent of specific statutory authority. The employee's designation by FEW as the agency's regional representative was not sufficient justification to allow payment.
