A retired military member appealed a Claims Division settlement of his claim for reimbursement of charges assessed against him for shipment of household goods exceeding the administrative weight allowance. The claimant stated that he received authorization to ship excess weight prior to his permanent change of station. However, neither the claimant nor the origin and destination transportation offices could provide a copy of the message authorizing the shipment of excess weight. In the absence of written evidence to establish the liability of the United States, the Claims Division settlement could not be overturned.
