[Decision Concerning Carrier's Claim for Refund]

A carrier claimed a refund of an amount the Navy set off for freight damages, contending that it did not cause the damage. GAO held that, while the Navy determined that the carrier improperly packed the goods, there was no evidence that the carrier's actions caused the damages. Accordingly, the claim was allowed.
