A civilian employee of the Air Force appealed the disallowance of his claim for a retroactive temporary promotion and backpay. The claimant contended that, while he was employed at one grade position, he was actually detailed to a higher-graded position. He presented statements from supervisors and other evidence stating that he had performed the duties of the higher-graded position. However, none of these statements specifically alleged that the claimant had performed the full range of duties of the higher-graded position for the period of time involved. An employee claiming a retroactive promotion and backpay for an alleged extended detail to a position classified at a higher grade has the burden of proving that he performed the full range of duties set forth in the description of that position. In this case, the evidence presented by the claimant did not meet this burden. Accordingly, the disallowance of the employee's claim was sustained.
