A visiting scientist appealed a GAO settlement denying relief from liability of a debt incurred in respect to his travel expenses while he held a 1-year appointment as a service fellow. The amount in question represents the cost of shipping personal effects in excess of the amount allowed. The protest was based on the charge of inadequate information and guidance given by government officials. GAO found that failure to offer guidance to an employee cannot be considered a defense in this matter. The scientist is liable for the excess transportation costs. There is no authority for waiving a claim of the United States which arises out of erroneous payment of travel or transportation allowances.
