An Army employee appealed the denial of his claim for reimbursement for transportation of household goods at the commuted rate. In order to support a claim for reimbursement under the commuted rate system, weight certificates must show tare weight and verify the actual scale weight of the goods shipped. In this case the weight certificate showed only gross weight, not tare or net weight, and the inventory performed by the agency inspector was inadequate. The claim for reimbursement under the commuted rate system was denied and payment could be made only for actual expenses, as set forth in the settlement issued by GAO Claims Division.
