Request for Reimbursement of Excess Weight Cost Incurred in Transportation of Household Goods

A civilian Air Force employee requested reconsideration of the denial of his claim for reimbursement of the excess cost he incurred incident to a permanent change of station. The record showed that the net weight of the employee's household goods was 12,660 pounds. The carrier was paid by the Government based on this amount and the employee was assessed for costs applicable to the weight in excess of the statutory weight allowance limit of 11,000. The employee contended that the bill of laden was in error and that he did not have 11,000 of household goods. GAO considers questions concerning the weight of household goods to be questions of fact for administrative determination. The determination will not be questioned in the absence of evidence showing it to be clearly in error. In the instant case, GAO found no such indication. Accordingly, the earlier settlement was sustained.
