A firm requested a second reconsideration of a prior decision which denied the firm's protest. The original protest was based in part on the protester's contention that the solicitation could only result in an award to the awardee. The protester stated that it had since learned that the awardee actually received the award. Because the protester viewed the decision as founded on what had been shown to be a mistaken belief that the awardee would not receive the award, the protester argued that the decision should be reconsidered. Because the decision did not depend on whether the awardee did or did not receive the award, the protester did not show that the prior decision was founded on the alleged mistake of fact. Accordingly, the protester's second request for reconsideration was denied.
