A GS-11 employee appealed the denial of his claim for a retroactive temporary promotion and backpay incident to his detail to another position which was also officially classified at GS-11. The employee claimed that other managers in the detailed position had been GS-12's and that he performed the same duties as they did. It was held that the fact that some other employees performing the job were GS-12's did not constitute evidence that the agency erred in classifying the position. Since the employee failed to prove that the position was classified at a grade higher than GS-11, the previous denial of his claim was sustained.
