The National Treasury Employees Union requested reconsideration of the disallowance of an employee's claim for overtime compensation in connection with his performance of overtime duties with the U.S. Customs Service. The employee worked a total of 24.5 hours overtime as part of a surveillance activity at a time when he qualified for and was receiving an annual premium for administratively uncontrollable overtime. GAO held that the employee was not entitled to payment for regularly scheduled overtime in addition to the premium pay because the surveillance duty did not occur at such regular intervals as to fall into a clearly discernible pattern. The disallowance of the claim was affirmed.
