Highlights

An appointee to a position in a manpower shortage category at White Sands Missile Range, New Mexico, was erroneously authorized allowances which are statutorily conferred only upon transferred employees, and the question was raised as to whether the employee was entitled to payment of relocation expenses. The employee was issued a travel order which authorized transportation, per diem, movement of his household goods, temporary quarters subsistence expense for 30 days, and real estate expenses. It was pointed out that although the manpower shortage appointee was entitled to travel and transportation expenses, he was not entitled to relocation expenses such as residence sale and purchase or subsistence while occupying temporary quarters. The fact that the employee relied on erroneous information provides no authority for payment of such expenses.
