Applicability of Statute of Limitations to Claim for Severance Pay

A union representative appealed the denial of a claim by a former Federal employee for additional compensation and severance pay. The previous decision held that since the claim was not received within 6 years after the date of accrual of the amount claimed, the claim was denied. In the appeal, the application of the statute of limitation was challenged. The appeal also contended that there was a provision in the Civil Service Personnel Manual which entitled the employee to be compensated. It was held that no such provision could be found to support that contention, that the period of limitations was correctly applied in the first decision, and that the employee was not entitled to additional compensation and severance pay. Accordingly, the denial was affirmed.
