A company protested the proposed award of a contract to the low bidder, alleging that the bid was unreasonably low. Although the low bidder may have submitted a below cost bid, the protest was dismissed because there is no legal basis to preclude such contract awards. GAO will not review protests of affirmative determination of responsibility unless either fraud or misaplication of definitive responsibility criteria set forth in the solicitation are evident.
