Denial of Grant Application Is Discretionary Matter Not Subject to Review by GAO

The Washington State Department of Transportation has requested a review of a denial by the Urban Mass Transportation Administration of a grant application for ferries for commuters in the Puget Sound area. Federal regulations state that it is not the intent of the General Accounting Office to interfere with the responsibilities of grantor agencies in making and administering grants. For this reason, GAO will not consider the matter.
