A claimant appealed the disallowance of his claim for restoration of 93 hours of annual leave forfeited at the close of the 1976 leave year. The claimant requested in writing 93 hours of annual leave which were in excess of his maximum permissable carryover. The request was denied because the branch chief wanted the employee to participate in a work project. Forfeited annual leave can be restored under limited circumstances. The agency's denial of the claim was upheld on the basis that the employee did not schedule his use of annual leave in advance as required by applicable law. The claimant argued that his required presence arose as an emergency which precluded leave planning. The prior disallowance of the claim for restoration of leave was affirmed.
