A Massachusetts official requested information pertaining to GAO guidelines, decisions, rules, and other issuances concerning the manner in which the states monitor the receipt and expenditure of federal grants-in-aid. GAO referred him to its annually published decisions, opinions and decisions available upon request, and the Office of the General Counsel's telephone research service. GAO also sent the requester selected agency audit and guidance publications. The requester also asked about the GAO position regarding the legality of state legislatures requiring federal grants to be integrated in the states' budget control systems. This is a matter which GAO has not yet ruled upon definitively.
