A medical determination was made by the National Guard Bureau, Air Surgeon, that a National Guard member's second heart attack incurred while he was on active duty for training less than 30 days was not incurred in "line of duty" since it was related to a pre-existing condition. GAO will not substitute an opinion for the medical expertise of the Air Surgeon. Since the heart attack was determined not to have occurred in the line of duty the member is not entitled to medical care at Government expense nor pay and allowances beyond the expiration of his active duty period.
