A company protested award of a contract, contending that certain information concerning the awardee's association with another firm was not reviewed by either the contracting officer or the Small Business Administration (SBA) when it awarded a Certificate of Competency (COC). GAO has no authority to review COC determinations, and requests for such review should be referred to the SBA.
